Emilio Attard
Valencian lawyer, journalist and politician. He played a key role in the Spanish Transition, being a deputy for Valencia and president of the Bar Association. Later, he was a State Councillor and university professor.
Emilio Attard Alonso was born in Valencia in 1915. He studied Law at the Universidad Literaria. Degree from the journalism school “El Debat” (1935-1936). He was: Dean of the Illustrious Bar Association of Valencia (1962-1968) Academic Member and President of the Valencian Academy of Jurisprudence and Legislation. Legal adviser to the Bank of Spain, member of the General Council of the Spanish Bar Association, member of the Spanish Banking Board, member of the Spanish Banking Association and the Spanish Banking Corporation, Founder and President of the Spanish Export Bank. Founder and President of the Valencian Partido Popular (People’s Party) and Vice-President of the Federation of People’s Parties (February 1977) which joined the Union of the Democratic Centre.
MP for Valencia in the 1977 and 1979 legislatures, during which he was President of the Constitutional Affairs and Public Freedoms Committee; in the five years of his mandate he helped draw up the 1978 Spanish Constitution and the main Statutes of Autonomy.
1st Vice-President of the Congreso de los Diputados (House of Commons), member of the Parliamentary Standing Committee in the two legislatures stated, and member of the Justice, Regulatory, and Appeals committees. Advisor to the Prime Minister (1981-1982). Honorary Magistrate of the Territorial Court of Valencia (1978-1977). State Councillor (1982-1985).
He currently chairs the Culture Council of Valencia (March 1992), Honorary Doctorate degree from the Universidad Politécnica de Valencia (June 1992); Honorary President and Ombudsman of the Spanish Bank of Export; Favourite Son of the City of Valencia, awarded in May 1989. "Llama Rotaria" award by the International Rotary Club of Valencia (March 1990).
Honours: Order of Constitutional Merit by Royal Concession 5/12/1988; “San Raimundo de Peñafort" Medal of Honour (31/1/1968) and the Great Knight's Cross of the Order of Isabella the Catholic (R.D. 24/6/1978).
